July 10, 1862 – 9th Vermont Regiment Mustered In

The 9th Regt. was mustered into the service of the United States yesterday (Wednesday) afternoon by Maj. Wm. Austine, U. S. Mustering and Disbursing Officer for this State. The Regiment was reviewed in the morning by Gov. Holbrook and the colors presented by him in a brief and very appropriate speech, which was handsomely responded to by Col. Stannard in behalf of the Regiment, pledging their last drop of blood in defence of the flag and to maintain and restore the Constitution and Union.

Immediately after this the Regiment was inspected by Adg’t. Gen. Washburn and Quartermaster Gen. Davis. The inspection was very thorough, every gun handled, and it was seen that every man had his proper equipments and every article of clothing properly packed in his knapsack. The entire regiment was thus inspected, and the inspection completed in the space of twenty minutes.

This Regiment, to say the least, has not been excelled in material by any Regiment which has left the Stale. Brigade Surgeon E. E. Phelps, who was especially detailed by the War Department for the purpose has carefully inspected every man and thrown out all who by reason of any physical disability would be unable to endure the fatigues incident to the service. Under the charge of its gallant Colonel the Regiment is fast improving in drill and discipline.
