General Order, No. 3.
All persons subject to the provisions of the Act of Congress entitled “An Act to provide for the public defence, approved April 16,” are hereby warned not to join or enlist in any regiment or company whatever. They must report to the commandant of this Camp for duty or be considered as deserters. All officers are hereby notified not to recruit or enlist in this State men enrolled or liable to conscription. All persons enlisted by officers for any company or regiment in the State or Confederate service, since enrollment under said Act, must be returned to the commandant of this camp.
Officers refusing to comply with this order will reported to the War Department.
