ROME. January 15.—Premier Mussolini’s adinterim tenureship of the ministries of war, navy and aeronautics has been changed into permanent conferment of these portfolios upon the Fascist chief, who now holds five permanent posts in the cabinet.
The significance of this development which was officially announced today is the de facto creation of a Ministry of National Defense since all three military portfolios now are vested in one person.
