The Adjutant-General of the Confederate States has decided that men who have any portion of white blood in their veins are subject to conscription. The logic of slavery is an extremely flexible and accommodating thing. Under the slave code the smallest per centage of African blood is sufficient to doom its possessor to bondage, and deprive him of every attribute and right of humanity ; but, under the war code, the smallest fraction of European blood puts its possessor under obligation to fight the battles of slavery. In the one case the man of mixed blood is a chattel, an article of property to be classed, bought, sold, held and worked as an ox, mule, or a horse in the other, he is a man who owes allegiance and service to his Government.
