The news from Europe announces that the British government has resolved not to permit the steam rams intended for the Confederates to leave British ports. In confirmation of this the Washington Republican says: “There is the highest official authority for asserting that the British government will not permit the new rebel rams to leave Liverpool and Glasgow, and the purpose of that government has been officially made known to our government. This looks like a return of kindness and motherly love from old England.”
