WASHINGTON, July 9.—Operations of Gen Dix’s command at White House and on the Peninsula have been successful, having cut off all direct communication from Richmond and Gen. Lee’s army, and detained a large number of troops in and about Richmond which would have otherwise gone to reinforce Lee.
